This type of measure is largely used in preparing seidlitz powders, the larger size holding the requisite quantity of the alkaline mixture, and the smaller cup intended for the acid. Seidlitz Powders were used by many as the substitute for mineral water.  Each dose of seidlitz powders was dispensed in two separate papers.  One portion was in a blue paper, and the other portion in a white paper to be mixed just before taking.
