A number of devices were designed for the purpose of quickly clamping the umbilical vasculature immediately prior to cutting the umbilical cord.  Certain of these devices required a special applicator to open, position, and deploy the clamp that would remain in place on the cord until it fell off. The button-like appearance of this particular form gave rise to the term belly-button which with time has come to refer to the umbilicus.
